The conference report on SB 829 with the omnibus crime bill and the Kelsey Smith Act in it did not pass the Senate. They took it up and a Senator threatened to filibuster due to another provision unrelated to the Kelsey Smith Act, so they laid it over, so we will have to try again next year.
