The Federal Kelsey Smith Act has been sponsored in both the House of Represenatives and the Senate. The House bill is H.R.1575. The Senate bill is S.721. You can track updates on http://thomas.loc.gov/home/thomas.php, the Library of Congress site for keeping tabs on legislation.

Colorado Kelsey Smith Act:The Colorado Senate concurred with the House. The bill should be on it's way to the governor for signature.
